I will share I am married to a Filipina and we have a home in the Northern Philippines.
It is an offense to expect to demonstrate one's knowledge English. Filipinos are a proud people and self-conscious people when it comes to speaking English. It must be grammatically correct with no slangs.
The letter itself is very much like the 1994 apology letter to Phillip Lee. It's as if the co-workers in Anaheim did not want to name new elders. They wanted to reverse to discipline the elders that had been imposed.
