This is an area of our Christian walk that needs healthy balance. Yes, we should submit to and obey those leading us, because they watch over our souls. (Hebrew 13.17) But they are not our Lord, and they did not redeem us with their own blood, so ultimately we must obey God rather than man. (Acts 4.19; 5.29)
We should also note that relatively few scriptures judge us for not obeying our leaders, while many warn us about not obeying God. Likewise, the warnings to leaders not to "lord it over the flock," and the judgment on evil shepherds runs throughout scripture.
