That is because science projects or crystal balls decades into the future (linear projections, often wrong) about the most fearful/worrisome thing that could happen (aka. the research problem they wish to address). Using this as a basis to write a grant to get grant funding. Pose a solution, do some experiments, publish a few papers, stay in a J. O. B.
