I am pretty sure that in 2018 there are many serious people who feel elections can be rigged and stolen (from the Box 13 scandal all the way to Russian influence). Hitler stole and burned his way to power. I think this is why Putin couldn't control his complete ridicule when asked this question, he knew how idiotic it is to think that those in power do not try to influence elections.
