I agree. Since when did we have to prove intent? Now for a homicide you have 1st degree indicating they planned out the event which obviously indicates intent, 2nd degree -- killed a person without intent, and manslaughter which indicates an accident or negligent homicide.
But could someone get away with fraud because they couldn't prove intent?
What I don't like about all this is there is no forgiveness. Kid does something stupid in HS and 30 years later they want to run him out on rails.
