"Patience to cover" strikes in my as a kind of what we know today as cultural tolerance.
We know "church discipline" only occurs not because of sin, but because "the ministry" was offended.

In the workplace employees are held accountable for their conduct.
It seems Witness Lee is saying he cannot hold his employees accountable for their conduct.
